Steps:

1. (A) University
   • Degree/diploma/transcript → Get it attested by the issuing university/institute.

HEC (Higher Education Commission of Pakistan)

Higher Education Commission (HEC) Attestation (For Diplomas, Bachelor’s, Master’s, and PhD degrees Only)

HEC Degree Attestation Process

If you need to attest your degree for use in Pakistan or abroad, follow these steps:

1. Online Application

• Create an account on HEC’s e-portal (https://eservices.hec.gov.pk).
• Fill out the degree attestation request form.
• Upload scanned copies of your degree, transcripts, and CNIC.

• After document approval, book an appointment at an HEC office:

• Visit the selected HEC office with original documents.
• Pay the attestation fee.
• Get the degree attested on the same day or within a few working days.

4. Ministry of Foreign Affairs (MOFA) Attestation (if required)

• After HEC attestation, submit the documents to MOFA for further attestation (required for use abroad).

(B) Board

• School certificate (Matric/Intermediate) → Get it attested by the relevant Board of Intermediate and Secondary Education (BISE)

BISE (Board of Intermediate and Secondary Education) is the governing body in Pakistan responsible for conducting matriculation (SSC – Secondary School Certificate) and intermediate (HSSC – Higher Secondary School Certificate) examinations.

BISE Document Attestation Process

If you need to attest your matric (SSC) or intermediate (HSSC) certificate, follow these steps:

1. Visit the Relevant BISE Office
   • Take the original certificate, CNIC, and photocopies.
   • Fill out the attestation form.
   • Pay the attestation fee.
2. Get Attestation from IBCC 

The Inter Board Committee of Chairmen (IBCC) is the authority in Pakistan responsible for:

• Equivalence of foreign qualifications (e.g., O-Level, A-Level, International Baccalaureate, etc.) with Pakistan’s Matric (SSC) and Intermediate (HSSC) system.
• Attestation of Matric and Intermediate certificates issued by BISE (Board of Intermediate & Secondary Education) in Pakistan.

Functions of IBCC

1. Certificate Attestation
   • Attests Matric (SSC) and Intermediate (HSSC) certificates for use in Pakistan and abroad.
   • Required for higher studies, employment, and immigration purposes.
2. Equivalence of Foreign Qualifications
   • Converts O-Level to Matric and A-Level to Intermediate in Pakistan’s education system.
   • Issues equivalence certificates for other foreign educational systems.

• After BISE attestation, go to IBCC 
• Submit the attested certificates for further verification.

1. Ministry of Foreign Affairs (MOFA) Pakistan Attestation
   • After HEC/IBCC attestation, submit the document to MOFA Pakistan for authentication.
2. Qatar Embassy Attestation (Pakistan)
   • Take the MOFA-attested document to the Qatar Embassy in Islamabad for legalization.
3. MOFA Attestation in Qatar

Once in Qatar, get the final verification from MOFA Qatar.

These documents need to be authenticated to be used for official purposes in Qatar.

Steps:

1. Issuing Authority Attestation
   • Get the document issued and attested by the relevant authority (e.g., NADRA for birth/marriage/death certificates).
   • If the document is issued by a local union council, it must first be attested by the Deputy Commissioner’s office.
2. Ministry of Foreign Affairs (MOFA) Pakistan Attestation
   • Submit the NADRA-attested document to MOFA Pakistan 
3. Qatar Embassy Attestation (Pakistan)
   • After MOFA attestation, visit the Embassy of Qatar and get it attested.
4. MOFA Attestation in Qatar

Once in Qatar, submit the document to MOFA Qatar for final verification.

For business-related paperwork like trade licenses, company registration, invoices, contracts, etc., follow these steps:

Steps:

1. Chamber of Commerce Attestation
   • Get the document certified by the Chamber of Commerce in Pakistan (where the business is registered).
2. Ministry of Foreign Affairs (MOFA) Pakistan Attestation
   • After the Chamber of Commerce attestation, submit it to MOFA Pakistan for authentication.
3. Qatar Embassy Attestation (Pakistan)
   • The attested document must then be taken to the Qatar Embassy in Pakistan for legalization.
4. MOFA Attestation in Qatar

Upon arrival in Qatar, it must be verified by MOFA Qatar.

A Power of Attorney (PoA) is needed for property, financial, or legal matters in Pakistan while staying in Qatar.

Steps:

1. Notarisation by a Lawyer
   • Draft the PoA and get it Notarised by a lawyer in Pakistan.
2. Attestation by the Ministry of Law & Justice
   • The Notarised PoA must be verified by the Ministry of Law & Justice in Pakistan.
3. Ministry of Foreign Affairs (MOFA) Pakistan Attestation
   • Get the MOFA Pakistan attestation for international recognition.
4. Qatar Embassy Attestation (Pakistan)
   • Submit it to the Qatar Embassy in Islamabad for legalization.
5. Attestation from MOFA Qatar (Optional, if needed)

If required, get it authenticated by MOFA Qatar after arrival.

• HRD Attestation is a state-level attestation process for educational documents such as degree certificates, diplomas, mark sheets, etc.
• Step 1: Notarisation from the Advocate – Sate level (if applicable)
• Step 2: Attestation from the Human Resource Development Department (HRD) – Sate level 
• Step 3: Attestation from the Ministry of External Affairs (MEA) in New Delhi, India
• Step 4: Attestation from the Indian Embassy in Doha, Qatar
• Step 5: Attestation from the Ministry of Foreign Affairs (MOFA) in Doha, Qatar

A medical certificate is required for work visa applications and health insurance purposes in Qatar.

Steps:

1. Issuance from a Recognised Hospital/Laboratory
   • Get the medical certificate from a Recognised hospital/clinic in Pakistan.
2. Attestation by the Health Department
   • The certificate must be attested by the provincial health department where it was issued.
3. Ministry of Foreign Affairs (MOFA) Pakistan Attestation
   • After Health Department verification, submit it to MOFA Pakistan for authentication.
4. Qatar Embassy Attestation (Pakistan)
   • Get it legalised by the Qatar Embassy in Islamabad.
5. MOFA Attestation in Qatar (if required by employer)

Once in Qatar, submit it to MOFA Qatar for final verification if necessary.
